As we wrap up an exciting 2025 season, we’re proud of how far we’ve come together as a cycling community. From engaging our members to develop a refreshed Mission, Vision, and Values, to strengthening our governance and stabilizing our finances, Cycling BC continues to move forward, with you at the centre of it all.

Our newly released 2025–2028 Strategic Plan focuses on three key priorities:

  2. Cultivating a unified and collaborative cycling ecosystem.
  3. Enhancing development pathways across all levels and disciplines.

A Membership Fee Adjustment for a Stronger Future

Each year, Cycling BC’s Board seeks member approval to ratify annual membership fees as outlined in our bylaws. This year, we’re asking for an $8 increase — a small but important step to cover insurance costs and power the exciting work ahead in delivering our new Strategic Plan.

To continue delivering the programs and services members rely on, and to manage rising insurance and national affiliation costs, we are proposing an $8 increase to 2026 membership fees.

An approximate breakdown of the $8 increase includes the following:

  • $2.25 is to cover the expected insurance premium increase per member
  • $2.00 (on average) is going to cover the increase in Cycling Canada affiliation fees
  • $1.00 is going to cover expected inflation of our non-insurance, non-affiliation expenses
  • $2.75 is going to be put toward supporting the changes called for in our strategic plan.

Cycling BC has already reduced costs by 25% over the past two years through staff reductions and operational efficiencies. But to maintain financial stability and keep improving our services, this adjustment is an important next step.

Why the need for a price increase?

The proposal to increase prices is driven by several factors.

  1. We anticipate costs for our insurance to rise this year because claims by Cycling BC members have been high. Since 2019, Cycling BC members have made over 325 claims to our insurance program, paying out over $1.2million dollars to cover medical expenses for cycling-related injuries, including some catastrophic cases. While we hope no one has to use this coverage, we are grateful it’s there when it’s needed most. It offers exceptional value, helping riders recover and get back on their bikes, and gives peace of mind to everyone who contributes to our sport, from club volunteers and ride leaders to race organizers and coaches.
  2. Our Cycling Canada affiliation fees increased from 3% to 5% –this is the portion of our members’ fees we pay to Cycling Canada to support national programs and initiatives.
  3. While donations and sponsorships haven’t grown as much as we’d hoped, Cycling BC remains in a strong position to move forward. We’re addressing this proactively through our 2025 Fundraising Plan and by welcoming assistance from those who can help us with expanding partnerships and creating new opportunities to support our community.
  4. Part of the fees increase will help us to implement the new Strategic Plan. In the long run, the strategic plan calls for greater revenue diversification beyond membership fees. In the short run, we need revenues to kick start implementation of the plan and start moving towards the goals it lays out.
What additional steps is Cycling BC taking to tackle the rising costs and declining revenues?

Cycling BC has implemented significant cost-reduction measures over the past two years, including,

  • Reducing staff headcount
  • Ending the lease on its Burnaby office
  • Selling off assets, including a van, trailers and bikes

We have also strengthened financial oversight, including having our Accounting Contractor assist with budgeting, forecasts, and financial reporting; quarterly meetings of the Finance and Audit Committee, and more frequent and detailed financial reporting to the Board and staff.

Our improved financial reporting has given staff members a much clearer picture of how their work affects resources in the organization and allows staff to identify cost-cutting opportunities, which will help save money in the future.

Increasing efforts to build fundraising and sponsorship will be expanded in 2026 to help reverse declining revenues.

Will there be early-bird pricing offered for 2026 memberships?

Yes. In an effort to encourage members to sign up early, Cycling BC will offer an EARLY BIRD DISCOUNT on 2026 memberships and sell them at 2025 prices until December 31, 2025, if the membership votes to approve the $8 increase in membership fees for 2026. Starting January 1, 2026, the new 2026 membership prices will take effect.

Are Cycling BC’s financial statements made available to the membership?

Cycling BC’s audited annual financial statements (audited by a CPA firm) are made available to the membership and can be found on the Cycling BC website at https://cyclingbc.net/about/official-documents/ under the ‘Financial Statements’ tab.

Last year, you provided financial information for members prior to the vote on fees. Will you do the same this year?

Yes. In the spirit of transparency, we’re sharing year-end financial projections to provide members with an early look at expected income and expenses for 2025. These draft financials are unaudited, with final audited results to be released before the June 2026 AGM (last year’s audited financials are available on our website). By releasing projections now, we aim to address members’ financial questions ahead of the vote on next year’s fees. The projections highlight where costs have been cut and underscore the ongoing challenge of balancing the budget, even after significant cost reductions.

Presenting a full draft 2026 budget now would require arbitrary assumptions or a status quo budget that’s likely to change, both of which would be misleading. Instead, like last year, we’re sharing 2025 year-end projections alongside last year’s audited results.

Why are fees greater in BC than in some other provinces?

Several factors affect pricing from one PSO to another. Services and programs offered vary from province to province. Some provinces do not include 24/7 accident insurance or charge for it separately, or have different limits or coverage. The usage of insurance by our members, along with the amounts claimed, also affects our insurance costs. Membership size, administrative costs, events, staff, regional costs, etc., also vary, affecting the overall budgets of each provincial organization.

Why are membership licence fees for the next year not established earlier in the year or at the AGM?

The BC Societies Act requires that we hold our Annual General Meeting within six months after our fiscal year-end of December 31. The current insurance market is volatile, so we cannot get even a preliminary sense of next year’s insurance costs until late in the year (we still don’t have a final insurance quote, though we have some understanding of what to expect). To make it easier for members to participate in setting fees, a motion was passed at the June 2024 AGM to amend our bylaws to allow members to vote electronically on membership fees rather than voting at a general meeting.

What about club affiliation fees, will those be going up?

Cycling BC expects club and team affiliation fees to remain the same as in 2025. Those fees do not require a membership vote.

What will happen if the proposed 2026 membership fees are not approved?

Cycling BC has made significant progress in strengthening its operations and delivering quality programs for members, but maintaining that progress requires careful resourcing. The proposed fee adjustment helps ensure we can continue providing the services, programs, and support our community depends on.

If the proposed fees are not approved, the organization will have to hold another fees vote to establish what the fees will be for 2026, delaying membership sales, and will face difficult decisions about how to balance the budget. This could include reducing staff capacity or scaling back certain member programs and services. These measures would help us remain financially responsible but could limit our ability to deliver the same level of support, events, and development opportunities across the province.

By voting in favour of the increase, members help protect the programs, people, and infrastructure that keep cycling strong in BC.
