Commissaires (licensed cycling officials) work hard throughout the season to ensure that cyclists are provided with fair competitions which adhere to the CC / UCI Regulations. Many also spend time and money investing in their personal development to ensure that they stay up to date, as well as continuously improve their abilities and proficiency as a commissaire. This award will be given to candidates based on the following criteria: work done in the current season; contributions at the national and international level; additional contributions to the sport of cycling.
1) Canadian National Commissaire of the year
The intent of the award is to honor an active Canadian national commissaire on the basis of his/her achievement of excellence, at the national level, in the previous 15 months (July 1st 2012 to September 30th 2013). International Commissaires are excluded from this award.
2) Canadian International Commissaire of the year
The intent of the award is to honor an active Canadian International commissaire on the basis of his/her achievement of excellence, at the international level, in the previous 15 months (July 1st 2012 to September 30th 2013).
Rationale
The introduction of two awards addresses the fact that the contributions of national and international level commissaires are equally important in the development of our sport. The purpose of the national level award is to encourage excellence amongst the vast majority of Canadian commissaires who will never achieve international status, but demonstrate a passion and commitment to the sport through their activities as a commissaire.
Core Criteria for determining the National and International Canadian officials of the year:
- 1) Commissaire has been active as an official for the last five years
- 2) Commissaire holds a Canadian issued cycling license, and is licensed at the time of the award
- 3) Assignments in the previous 15 months (30 Sept) will be considered
- 4) Applications for the award may be submitted by:
a) the commissaire him/herself
b) the PSO who licenses the commissaire
c) a currently active and Canadian licensed commissaire who holds at a minimum Canadian National Commissaire status.
Additional Criteria to be considered when determining the Canadian National official of the year:
- Number of events and level of sanctions (provincial and national)
- Impact on the sport of cycling in the licensing province (course delivery, mentor, provincial assignments)
- Impact as an official at the national level (course delivery, mentor, assignments)
- Outstanding official record
- Recognized by peers within the licensing province as a valuable resource to the sport of cycling as a commissaire
Additional Criteria to be considered when determining the Canadian International official of the year:
- Standing within the cycling Community at the international and the national level
- Number of events and level of International sanctions
- Participation in international meetings of the UCI related to commissairing
- Impact on the sport of cycling in Canada and/or internationally (for example instructor, mentor, committee or commission member, expert advisor, etc)
- Outstanding official record
- Recognized by peers within the licensing province and nationally as a valuable resource to the sport of cycling as a commissaire
Process:
The Commissaire, a currently active Canadian licensed commissaire (National International status) or a PSO will be required to submit to the CC a nomination for the Commissaire of the year award. The nomination shall include the following information:
- The name of the commissaire
- The UCI code of the commissaire
- The licensing province
- The award for which the commissaire is being nominated
- A brief resume indicating how the commissaire has met the criteria for the award as detailed above, or reasons for not meeting any of the criteria
- Any other information that may be pertinent to the award.
- The nomination shall not exceed more than two pages.
- All nominations shall be received by the CC by October 11 of the year for which the award is being considered.
- The CCOC may decide to conduct further inquiries on any of the nominations.
- The CCOC, in collaboration with the staff, will recommend a maximum of (3) three candidates in both categories (national & international) and will ask for the Board to make the final selection. The CCOC will provide the Board with the relevant nomination forms, and any further information used by the CCOC in determining the recommended candidates.
- Both recipients will be announced during the AGM.
- There is no limit to the number of times a commissaire can win the award. There is no restriction to awarding the award in consecutive years. Members of CC and PSO boards and committees are eligible for the award.
