Cycling Canada, along with 94Forward and Cycling BC, is piloting a five-year regional strategy in the Victoria Capital Regional District (CRD) that will create a regional cycling hub. The foundations of the regional hub are framed in the national and provincial strategy to build community, put kids on bikes, grow through events, and create gracious champions.
A primary objective of the Victoria CRD Hub is to link all levels of the sport and connect as much with the local community as it is about enhancing the development of elite athletes. Hub programming will include HopOn, community coach training, competition coaching, athlete training, and links to National Team programs.

The Hub will bring together national, provincial, and local sport organizations and other members of the cycling community to foster relationships and implement an aligned and sustainable long-term athlete development model.
Cycling Canada oversees more than 400 cycling clubs, 35,000 members, and a full calendar of sanctioned events across 10 different cycling disciplines from coast to coast each year. Cycling BC oversees more than 100 cycling clubs, 5,000 members, and over 300 sanctioned events in the province of BC alone. All of this comes with significant challenges and complications as it relates to communication, collaboration, and alignment.
The Victoria CRD Hub was put in place to close some of those gaps, bringing willing partners (schools, coaches, clubs, members, and event organizers) into a closer relationship with their Provincial and National Sport Organizations. The Hub aims to build trust, foster collaboration and strengthen system alignment in the interest of growing the sport and galvanizing the cycling community.
In collaboration with Cycling BC and Cycling Canada, the Hub team will provide staff and programming resources to encourage willing parties to work together to create regional initiatives aimed at building capacity in our sport at all levels in the system.
The Hub’s work will combine initiatives at the national and provincial levels with initiatives at the local level. Local groups will be invited to share their challenges so that the Hub can act as facilitators and provide resources and solutions to address regional needs. The outcomes and learnings will help Cycling Canada and its provincial partners build a blueprint for similar initiatives in key regions across the country.

C.J. is responsible for the development and coordination of Cycling BC & Cycling Canada programming in the Victoria Capital Regional District (CRD). The HUB’s focus is on delivering and building capacity in the following areas: Grassroots, Events, Gracious Champions, and the Community. C.J. has a passion for cycling and sport. He competed at the provincial and university level in soccer as an athlete and coach, then worked in club development as a technical director for over 15 years. He moved to Victoria with his young family in 2019 and has revelled in the cycling community that exists in BC & Victoria, enjoying both riding recreationally and racing in local events.
